2016 XC90 Oil Consumption

Hi out there I had my 2016 XC 90 fixed for the oil consumption of May 2023. Six months later the car totally died Volvo is blaming the cylinders as a separate issue. My question is should the cylinders have been replaced when they fixed the oil consumption issue?

It was not required. It depends on what is visible when the repair is opened up. And what the job ticket says. And if there is a history of both happening within the same time frame.
The technician will only perform the work that they will get paid for.
